Teimuraz Murgulia, PhD is a leading voice in digital transformation and eGovernance, with over 20 years of experience designing and delivering ambitious reforms across public finance, central banking, and international development. As Co-Founder and Director of Nastavia, he brings together deep policy insight and advanced technological expertise to lead high-impact projects that modernize governance systems. Teimuraz has successfully guided governments and regulatory bodies in developing fiscal impact analysis methodologies, implementing RegTech/SupTech architectures, and transitioning to performance-based public management frameworks. A certified Digital Practitioner (The Open Group), he is also a champion of data governance, having conceptualized and implemented national-scale initiatives that integrate policy, process, and platform layers to improve transparency and decision-making.
A strong advocate for innovation in the public sector, Teimuraz has led transformative initiatives in IoT-driven infrastructure planning, AI-enriched policy research, and the development of multi-dimensional KPI and OKR frameworks. His past roles include Deputy Minister in multiple Georgian ministries and strategic consultant to institutions in Tajikistan, Armenia, Iraq, and beyond, engaging with global partners such as the World Bank, UNDP, OECD, and USAID. Through Nastavia, he continues to push boundaries in civic technology, combining evidence-based analytics with agile institutional design. His work reflects a lifelong commitment to building responsive, intelligent, and citizen-focused digital governance systems.
